Victoria Pratt, CEcD | Executive Director
Victoria Pratt, CEcD joined the organization in September 2016 as the Executive Director of the Jefferson County Economic Development Consortium and President of the Glacial Heritage Development Partnership. An accomplished economic development professional, Vicki has led five public/private EDO’s across the county, including the Cornerstone Alliance in Benton Harbor, Michigan; the Warren County Economic Development Corporation in Glens Fall, New York; the Orleans County Industrial Development Authority in Albion, New York, Greater Wichita Economic Development Coalition in Wichita, Kansas, and the Regional Economic Development, Inc. (REDI) and City of Columbia in Columbia, Missouri. She also led Business Development efforts for the 9 County –focused Greater Rochester Enterprise in Rochester, New York
Just prior to joining the JCEDC, she was a Sector Development Director for the Wisconsin Economic Development Corporation (WEDC), where she focused on placing strategic investments in the State to support and grow businesses engaged in advanced and defense-related manufacturing.
Vicki earned her Economic Developer Certification (CEcD) in 2004 from the International Economic Development Council (IEDC). She has served on the Council’s Accreditation of Economic Development Organizations (AEDO) committee since 2005, and has led efforts to accredit seven entities, including two internationally. There are only 52 AEDOs in the world.
She earned a B.A. in Interpersonal and Organizational Communications from SUNY Buffalo and has completed graduate coursework in Public Administration and Administrative Leadership from the University of Wisconsin, and Community and Economic Development at Cornell University.
Throughout her career, Vicki has worked on projects that have impacted more than 22,000 jobs, including projects for industry leaders that include Bombardier LearJet, Cessna, Cargill and Barilla-America.
Julie Olver | Marketing Manager
Olver serves to support area economic development leading JCEDC's brand and marketing management and communications efforts. With more than 15 years of experience in the field, she leads special initiatives for the organization. She joined the program after serving as Marketing Manager for the Watertown Economic Development Organization. Olver received her Masters and Bachelor Degrees from the University of Wisconsin in Milwaukee in Journalism and Mass Communication.
RoxAnne Witte | Program Specialist
Witte, with the program since 2003, is the department’s part-time Program Specialist. In her work she focuses on continuing to grow the various homebuyer down payment assistance and counseling programs for the County. She also focuses on counseling individuals wanting to open a new business and administers and advises businesses with the Jefferson County Revolving Loan Fund and other programs available for business startups in the County. Collaboration with other agencies is a very important role in her position as this results in job creation, retention, an increased tax base and improve sustainability and quality of life for the citizens of the Jefferson County area.
Kvalheim joined the program in 2015 and helps support outreach to the community. Specializing in maintaining the organizations' contact database, she serves to help ensure the organizations' communication efforts reach their target. She also works on supporting special initiatives for the JCEDC.
